Local authorities have taken over responsibility for distributing funding for out-of-school provision, now that the 225.5m New Opportunities Fund programme has ended, as part of their remit to develop integrated children's services under the National Childcare Strategy. The Sure Start Out of School programme will provide 8m to create 95,000 new out-of-school places by 2006, 40 per cent of which will be in disadvantaged areas.
The guide is intended to help local authorities deal with new applications as well as the administration of NOF-funded childcare providers. Its purpose is to:
