One local authority early years adviser, who fears that the proposal for a single birth-to-fives framework could be seen as a 'green light' for some practitioners to resort to checklists for children's attainments, said, 'Trying to make sense of it may be quite overwhelming for the average practitioner.'
Pat Wills, headteacher at Claremont Community Primary School in Blackpool, said, 'On one hand, this document does not allow the effective practitioner to demonstrate any autonomy over interpreting the world of learning for our youngest and most vulnerable children. On the other hand, it is so prescriptive that inexperienced parents, carers and practitioners will become unneces- sarily anxious that a child is not fitting into the hundreds of boxes within this document.'
