Children's Fund is 'good model'

The Children's Fund is a good model for organising local preventative services that help reduce the negative effects of poverty and tackle early signs of social exclusion in England, a joint report by Ofsted, the Audit Commission and the Social Services Inspectorate has found. The Fund, which was established by the Government in 2001 and allocated Pounds 380m over three years, primarily targets children aged five to 13, whose needs may fall outside the remit of statutory services. It runs alongside other Government initiatives such as Sure Start, for children aged nought to five, and the Connexions services, for young people from 14 to 19.

The report, The Children's Fund: First wave partnerships, published last week, found that of the 18 'first wave' partnerships to be inspected, 16 were 'satisfactory' and two 'good', despite their services only being in operation since last September. It noted that there was 'no shortage' of good ideas, with some 'outstanding' examples of newly-established services 'working imaginatively and effectively with children and young people... (that) provide for the needs of children as a whole and are not confined by the traditional boundaries of health, education and social care'.
