Providing a positive and stimulating environment for children that is also safe, secure and caring goes hand in hand. However, for out-of-school care the debate about what constitutes a positive environment for children has sometimes been limited.

We are all aware that childcare has never just been about having safe places to leave children while parents go to work. Providing a positive and stimulating environment for children that is also safe, secure and caring goes hand in hand. However, for out-of-school care the debate about what constitutes a positive environment for children has sometimes been limited.

There has been much attention on the content of pre-school provision with a heated debate about the consequences, or otherwise, of having milestones to measure pre-school children's development. And yet, there has been little focus on how children of school age learn and develop out of school. Over the next year Kids' Clubs Network will be working with partners to develop a new framework for out of school environments that aims to describe the key principles and practices in developing positive opportunities for children to play and develop.
