Heads raise alarm at 'Ofsted inexperience'

Ofsted should deal urgently with its inspection teams' lack of experience in the early years and Foundation Stage, says the National Association of Head Teachers (NAHT).

The issue was one of a number of concerns highlighted in a survey of 31 primary, secondary and special schools by the union, which said the new Ofsted framework, introduced last September, 'appears to be leading to an increased number of schools going into special measures or serious weaknesses'.

The NAHT survey found that nine schools had been put into special measures and 12 were designated as having serious weaknesses. Of these schools, 11 said the Ofsted judgement was unexpected by both the school and its local education authority and/or diocese.

Of ten schools put into special measures by Ofsted, only one said this had been anticipated by their local authority and/or diocese, while four said it came despite good results and previous positive reports, and one said it came 'as a surprise to all concerned' that the school was found to be underachieving.
