Modern apprentices get new framework

A new framework for Modern Apprentices in early years childcare and education, incorporating a technical certificate, has been approved by the Learning and Skills Council and endorsed by leading training providers. The new framework was unveiled last week by CACHE, which has run a scaled-down version of the Early Years National Training Organisation since last April. From February Modern Apprentices will also have 20 hours of guided learning on their employment rights and responsibilities through a module developed by the EYNTO.

CACHE chief executive Richard Dorrance said the key skills component of the scheme needed updating and added, 'We felt that at the same time we should include the technical certificate to ensure that Modern Apprentices are given a well-rounded training.'

The Qualifications and Curriculum Authority has so far approved four technical certificates for the framework. Foundation Modern Apprentices will study either the City and Guilds Level 2 Progression Award in Early Years Care and Education or the new CACHE Certificate in Early Years Practice. Advanced Modern Apprentices will complete the BTec National Certificate in Early Years or the CACHE Diploma in Early Years Practice.

Chris Pritchard, co-founder of JACE Training, said, 'As both an employer and training provider, I believe the revised MA framework will raise the standard of early years workers. It will also mean more time off-the-job for study and a more in-depth programme, which will lead apprentices on to higher qualifications.'

But she acknowledged that employers would face additional burdens in releasing Modern Apprentices for a total of 360 guided learning hours for the technical certificate and said the 20 hours allowed for studying employment rights and responsibilities could in reality mean 28 hours off the job. 'I do believe this new framework overall is going to be excellent and I am delighted it has been developed,' Mrs Pritchard said. 'But I believe the Government needs to create a level of qualification that is adaptable to the individual's needs.'
