* All parents of children aged up to five should be invited to participate in parenting programmes, according to the first annual report of the All-Party Parliamentary Group for Children.

The purpose of the group is to ensure that the interests of children, from birth to age 18, are promoted throughout Westminster and Whitehall and that the voices of children and young people are heard.

The report states that targeted programmes are needed for parents who have multiple problems, but that these must not be stigmatising. Other key points of the report include a call for a Children's Rights Commissioner to listen to and stand up for young people, and better healthcare specifically for children.
