Whichever way they look at it, childcare providers have got a big problem with pay. Salary levels are, according to the National Day Nurseries Association, one of the biggest barriers to recruitment. Yet a majority of the sector is struggling with the upgrading of the minimum wage.

Employers turn their eyes to their employees when they're on a mission to cut costs. They'd like to reduce staff numbers, but they are constrained by the legal limits on staff-child ratios. So, they'd like to cut labour costs, but they are constrained by the minimum wage. So, they can't cut staff and they can't cut pay.

The private sector must put its pay problem into the context of a larger crisis. This is the crisis borne by women.Women's incomes languish at around half of men's.
