PARENTS The committee recommends that a Parents' Charter should be visible in every early years setting affirming that parents are a child's first educators. The DfEE should develop new forms of developmental profile at entry to school that would include parents' own contributions for the assessment and planning of their child's education.

Sure Start and charitable projects such as the Peers Early Education Partnership which work closely with parents, are commended and the committee recommends that health, social and education services should work more closely together to provide assistance to parents. The Government should also work with BBC Online and other providers to produce parenting programmes.

CHILDMINDERS Contrary to Government policy, the committee recommends that no childminder should be allowed to smack any child in their care, or smoke in front of a child. It endorses the DfEE's recommendation that childminders should attend a recognised childminder's course within six months of starting childminding and that regular in-service courses should continue to be a part of every childminder's programme.
