It shows that two-thirds of the 16-21 age group work in private nurseries, while only one in ten of them work in a council-run nursery or primary school. As staff gain experience they migrate to the maintained sector. As a result, only half the 22-30 age group and a quarter of the 30-somethings work in the private sector.
'All these places and new projects cannot just recruit qualified staff, managers and leaders from the jobcentre. So it is obvious we are becoming the training ground for the public sector,' says Mrs Murphy.
