This could mean opening a nursery in an area that had no daycare for under-threes, as well as meeting the needs of individual parents by answering a mother's concerns about her child's routine at nursery.
Good-quality services were also those that invested in staff training in daycare, including those run by voluntary organisations and private providers.
Researchers visited 15 settings chosen by programme managers as 'good quality', with follow-up visits to five services to ask the views of children, parents and practitioners.
The study concluded that programmes 'have increased the supply of early learning, play and childcare and in many instances they have improved its quality, particularly by promoting interaction between parent and child'.
