Rights on table in Scotland

* A Bill proposing the establishment of a Children's Commissioner in Scotland is to be discussed in the Scottish Parliament early in the New Year. The Commissioner for Children and Young People (Scotland) Bill outlines the powers and remit of the post, including promoting best practice in relation to the rights of children and commissioning research.

The Bill was introduced to Parliament in December by Karen Gillon, the convenor of the Education Committee, who said she believed it 'can be a lasting legacy from the first Scottish Parliament in 300 years for future generations. The Commissioner can and must make a difference to the lives of our children and young people'.

Wales now has a children's commissioner and while there are also moves to create the office in Northern Ireland, there are no such plans for England.
