Scotland's plan for out-of-school care

Out-of-school care has been signalled as a priority in the future development of children's services with the Scottish Executive's publication of a major framework document on the sector. School's Out urges local authorities to work with childcare partnerships to review provision during 2003-04 and establish what action is needed to achieve availability, sustainability and quality. Each local authority and childcare partnership should then establish a target, to be agreed with the Scottish Executive, to meet shortfalls by 2006.

The Executive urges local authorities, working with childcare partnerships, to examine the scope for using schools as bases for out-of-school club provision. A chapter on premises explores the widespread lack of suitable, good-quality premises, which has an impact on long-term sustainability, and suggests that local authorities need to help services deal with accommodation problems.
