The conception rate among under-18s saw a slight fall in figures released by the Office of National Statistics last week. In 2004, pregnancies among 15- to 17-year-olds in England and Wales decreased from 42.3 per 1,000 girls to 41.7. This represents the lowest conception rate for this age group since 1995. Children's minister Beverley Hughes said, 'By international standards, the UK has had high rates of teenage pregnancy for 40 years.' But she said that 'the Government's continued focus on this issue' was 'having a positive effect, with the rate of teenage conceptions now at the lowest point since the mid-1980s'.
