Two for price of one

I have a BA in Early Childhood Education and have quit my position in a family centre because management was unwilling to use my experience and qualifications to their full advantage. It had already been suggested that when the new regulations came into force they wouldn't need somebody who had such a high qualification and they could employ possibly two people of a lower level. Is this good for the children? I know of a number of students who qualified at the same time as I did who have also found themselves in similar circumstances to this.
