Alice Sharp, the early years executive at the Scottish Independent Nurseries Association (SINA), which plans to start offering the SVQ4 next year, said she had heard from one nursery that had been told all of its management staff should be on the way towards Level 4. 'They said the Scottish qualification was not yet available and were told, "In that case, why don't you buy it in from down south?"'
She added that in some cases, nurseries were finding that the Commission was questioning practice that had been accepted under the old inspection regime. 'We have had nurseries that have been open for 12 years being told that they can't take babies upstairs, when they've always done so. We have also heard of a new nursery that had already been okayed by the local authority fire safety officer, but the Care Commission officer said that there was a fire hazard and was not happy for the opening to go ahead.'
