Green Paper to focus on SEN children

A Green Paper on special educational needs and the lives of disabled children is to be published this autumn, children's minister Sarah Teather has announced.

Ms Teather set out the Government's vision for disabled children at the launch of the latest briefing from the Every Disabled Child Matters campaign last week.

Campaigners are urging the new Government to make clear its plans for disabled children and their families and to commit to embedding their long-term strategic participation.

Ms Teather confirmed that funding given to local authorities under the Aiming High for Disabled Children programme would be ring-fenced in 2010/2011.

She said, 'Children with special needs and disabilities should have the same opportunities as their peers. The system needs to be more family-friendly so that parents don't feel they have to battle to get the support their child needs. That is why I will launch a Green Paper in the autumn to look at a wide range of issues for children with SEN and disabilities.

'Before then I will be looking at the results of the Ofsted review of SEN later this summer, in addition to the many reviews of SEN policy in recent years. I'll also be listening to the views of parents, teachers and organisations.'

Ms Teather added, 'The system needs to be far more transparent. We need to give parents more choice and involve them in the decision-making process.'

Christine Lenehan, EDCM board member and director of the Council for Disabled Children, said, 'We warmly welcome the Government vision. We are delighted that Sarah Teather has said she will work in partnership with the disabled children and young people, their families and the disabled children's sector.'
