The project is funded by the National Childminding Association.
The IPPR will examine the potential effect of changes to adult to child ratios, qualification requirements and the development of childminder agencies on the sustainability and quality of childminding, as well as the wider impact on childcare affordability and families’ access to childminding provision.
The first stage of the research project will include a policy review of the early years sector, summarising context, commentary and existing literature.
The second part will be a nationwide childminder survey, carried out by the NCMA, asking childminders for their views on the proposed changes, as well as looking at how childminders can deliver sustainable and high-quality childminding provision.
The research will contribute to a policy briefing, including evidence gathered from the sector and recommendations based on the needs of parents, children and childminders.
The final report is due to be published in June.
Liz Bayram, joint chief executive of NCMA, said, ‘The "More Great Childcare" report contained some good news for childminders such as maintaining the upper limit on ratios.
‘However NCMA has concerns with several proposals made, especially the introduction of childminding agencies. We fear the agency model poses a serious risk to the sustainability of the childminding profession.
‘The research project IPPR is launching today with the support of NCMA will assess the likely impact of Government reforms as they develop and support our members and other childminders to share their views in more depth.’
