Opinion: In my view - Lessons from the pilot

Karen Hingston, manager of Early Years Foundation Stage, quality, sufficiency and registration, Peterborough City Council.

Early Education Pilot for Two-year-old Children - Evaluation (www.dcsf.gov.uk/research) reported a lack of good-quality provision and limited benefits to the children and families offered free childcare places. Developing quality is clearly where the focus needs to be to ensure that any future provision is tailored to the needs of the child, but important too is that we take a more holistic and longer-term view of the pilot.

As a pilot authority, we have canvassed parents' views and their responses have been overwhelmingly positive. Many identify improvements in their children's communication skills.

The opportunity to access the funding flexibly over a 52-week period can provide real support to families. It has allowed parents earlier contact with childcare practitioners who are able to offer support, advice and a listening ear.
