While children's minister Sarah Teather continues to reassure the early years sector that it is still a priority, there are fears that lack of ring-fencing around vital money-streams will inevitably have an impact on the quality of provision.

Take training. With the Graduate Leader Fund being absorbed into the Early Intervention Grant, there are doubts about where EYP Status goes from here. Is workforce development in danger of stalling? Another pressing issue is sustainability under the 15-hour entitlement. Nurseries are adapting well to the practicalities of delivering flexibly. However, National Day Nurseries Association research highlights that on average providers are losing 98 pence per child an hour on current funding levels.
