Early years settings can do much to ensure the staff team reflect the wider local community, says Dwynwen Stepien of the NCB.

The profile of staff within a setting gives out a powerful message to existing and potential users. It demonstrates a commitment not only to inclusion, but also to serving and reflecting the local community in a way that makes a valued contribution.

But how many settings really reflect the diversity of their local communities? It is well documented that the early years workforce continues to be overwhelmingly female, predominantly from a 'white' ethnic background. Only a low percentage of practitioners have a disability, or come from black and other ethnic minorities, particularly in management positions.

While there is a clear legislative base to build policies that promote equality, employers and local authorities face challenges in embedding anti-discriminatory practice in workforce planning.
