The childcare sector faces a tough task if it is to realise the vision of the Children's Workforce Development Council of raising the proportion of Level 3 qualified staff to 70 per cent by 2010.

At first glance, the goal seems to be an easy target, as the latest Childcare and Early Years Providers Survey for the DfES estimates that around six in ten childcare staff already have at least a Level 3 qualification.

But doubts about the percentage of people who have achieved a full Level 3 qualification, rather than part of an award, coupled with the latest figures from the Adult Learning Inspectorate (ALI) on NVQ completion rates (see table below), underline the true nature of the challenge.
