The wheels are gradually getting oiled in the local early years partnerships, reports Anne Wiltsher

The general verdict on how the 150 Early Years Development and Childcare Partnerships are working so far seems to be 'It's better than last year but we're not there yet'. Described by employment and equal opportunities minister Margaret Hodge as the 'engine driving our childcare and early years revolution', the partnerships submitted their first audit and plan of local nursery education and childcare to the DfEE in October 1998 and February 1999 respectively - and have now just completed their second plan.
