Analysis: Children in care - Time to learn from Europe?

Our approach to children in care and the training of staff to work with them could benefit from international comparisons, says Claire Cameron.

Baby P was a child who died in London after suffering injuries inflicted by his carers. The case caused national consternation late last year after it was revealed that health and welfare professionals knew the child and family but had been unable to protect the child from injury and death. The case was considered doubly poignant as it happened in the same borough, Haringey, as that of Victoria Climbie, a child whose death through injury and neglect was the catalyst for widespread reform.

In 2003, the Government's publication of Every Child Matters endorsed a step-change in professional practice with children and young people. Crucially, it agreed with Lord Laming who, having investigated the circumstances of Victoria Climbie's death, stated, 'It is not possible to separate the protection of children from wider support to families ... often the best protection for a child is achieved by the timely intervention of family support services'.
