Bill creates list of unsuitable carers

A Bill to create a list of adults who are regarded as 'unsuitable' to work with children was passed by the Scottish Parliament last week. The Protection of Children Bill places a duty upon employers such as nursery owners or managers of out-of-school clubs to refer people to the list if they have harmed children or put children at risk of harm. It will become an offence to employ anyone on the list to work with children. Minister for young people Cathy Jamieson told MSPs, 'The legislation alone will not safeguard children but will complement the other measures already in place.' The information that a person is on the list will only be released by Disclosure Scotland with checks carried out for childcare positions.
