Care standards for Scotland finalised

The Scottish Executive this week published the final version of new national standards for early education and childcare that will underpin sweeping changes to regulation in the sector from April. One significant change introduced since the draft version was circulated is space requirements for non-domestic childcare. These are: for under-twos, 3.7 square metres; for two-year-olds, 2.8 square metres; for three and over, 2.3 square metres. The Care Commission will have discretion to vary the standards in special circumstances. However, in nursery schools managed by education authorities the School Premises Regulations will apply.

One significant change introduced since the draft version was circulated is space requirements for non-domestic childcare. These are: for under-twos, 3.7 square metres; for two-year-olds, 2.8 square metres; for three and over, 2.3 square metres. The Care Commission will have discretion to vary the standards in special circumstances. However, in nursery schools managed by education authorities the School Premises Regulations will apply.

The Executive had not originally intended to include specific requirements, on the grounds that the Commission would be able to refuse registration if lack of space was having an adverse impact on the quality of care. When circulating the draft input standards last December, the Executive suggested that other provision in the care standards would ensure that children had enough space, such as references to the need for the layout of accommodation to allow children to play and work independently, rest and have regular access to fresh air. This position has now been abandoned in favour of concrete requirements.
