The proposals for a single, centralised list of those barred from working with children, to be continuously updated, stem from recommendations of the Bichard inquiry into the murder of Soham schoolgirls Holly Wells and Jessica Chapman.
Information obtained from an enhanced check by the Criminal Records Bureau (CRB) would be given to a central expert team to consider whether an individual should be barred.
Even where an initial search reveals no information, the fact that an enhanced disclosure has been carried out would be recorded by the CRB system. This will amount to a form of registration as the record will be 'flagged' so that any subsequent information can be passed to the barring scheme.
