At a conference in London on Monday the Childcare Commission launched its report, Looking to the future for children and families. It called for parents to receive tax relief of about 2,000 per year and suggested a range of options to support families in the first three years of a child's life, whether a child was in daycare or looked after at home. These included increasing child benefit for children up to age three, a toddler tax credit along the lines of the Working Families Tax Credit available to all except those in the top tax band, and transferable tax allowance available to couples where one partner is in work and paying tax and the other at home.
