Childcarers' views sought on registration

The DfES is seeking views on its plans to exempt some childcare providers from either the Early Years Register, for children from nought to five, or the Ofsted Childcare Register, for care for six- and seven-year-olds only. Both registers are to be fully implemented from September 2008.

The DfES has put forward three options for consultation. The department said it wants 'proportionate' requirements for all childcare providers and favours the second option, which would include new definitions of the current exemptions in the new registration arrangements and also modify existing arrangements to reflect 'a more targeted approach to regulation'.

Under the proposals, creche facilities 'which provide only short term or occasional childcare' will be exempt from registration because they would not be expected 'to deliver all the requirements of the EYFS'. But providers who are exempt will be able to join the OCR voluntarily.
