Reports of plans for local education authorities to carry out school inspections rather than HMI have been strongly denied by the Scottish Executive - but the story has refused to go away. On Friday last week the Scotsman newspaper, which originally broke the news, claimed that First Minister Jack McConnell had discussed the policy with a close inner circle and had not told Cathy Jamieson, minister for education and young people, about it.
