That is more than double the weekly average number of police checks made under the previous arrangements by the 43 forces in England and Wales.

For all the difficulties, the Criminal Records Bureau (CRB) is performing now at twice the rate of the old system. More checks are being done and much more reassurance is being offered about the suitability of people who are given jobs. That is undoubtedly an improvement on what happened before.

To date, more than 1.5 million disclosures have been issued, new applications are dealt with in less than five weeks on average. Currently more than 90 per cent of standard disclosures and more than 70 per cent of enhanced disclosures are issued in three weeks. That is a real improvement.
