The recorder
Recorders are universally recognised as the first 'real instruments'
children learn to play, because they have simple notes that children can attempt as soon as they can cover the holes with their fingers and, as long as they are encouraged to keep the back thumb-hole in constant use, they will be able to achieve more than just a discordant shriek. Recorders lead children on to learning to read music and to playing more complicated woodwind instruments when they are older. Some recorders can be pricey, but if you choose carefully you could see that every child has his own instrument labelled with his name.
