MPs plump for NVQ3 standard

The first all-party report on the current state and desired future of the early years sector has received a warm reception from organisations and teachers' unions alike. The Education and Employment Committee's wide-ranging report on the Early Years, published last week, rejected staffing proposals in the Government's national standards for daycare and childminding in England and called for NVQ level 3 or equivalent to be the industry standard and for all nursery and playgroup heads to be at graduate level or equivalent within a decade.

Other report recommendations included equitable pay and working conditions across all sectors, more men to work in childcare, the setting up of a single Government department covering the years nought to five, all daycare settings to have a parents' charter affirming their role in the development and education of their children, all children in Ofsted-inspected settings to have access to outdoor space to play, the adult:child ratio to be no more than 1:15 in reception and year one, and baseline assessment to be moved to the start of year one.
