Personal monitor facing all pupils

All children aged three to 14 could have their own individual learning plans under proposals by the Scottish Executive to change how children's progress is monitored. Personal Learning Plans (PLPs) are to be discussed at a series of seminars with educationalists and childcare workers next month. Plans will be designed for pupils and parents as a basis for discussion and planning of learning with teachers during the school year.

The Executive said the aim of the PLPs was to improve the quality of information about the progress and achievements of individual pupils as they move through school, particularly at points of transition. However, the Executive's consultation document does not make it clear how these learning plans would apply to children aged three to five, nor does it discuss who would do any additional work.
