'Provide equal services to all children'

Universal services for all children, not just targeted services for the most disadvantaged families, are called for in a new report.

Reducing inequalities, realising the talents of all was publishedjointly on Monday by the National Children's Bureau, the Family andParenting Institute and the Institute of Education. It looks at theimpact of schools and families on children's success.

The report analyses data from the 1970 British Cohort Study, whichtracked the lives of 17,000 children to see how their family backgroundat birth affected their likelihood of experiencing multiple deprivationat the age of 30.

Factors such as social housing, low family income, parents' lack ofqualifications and lone motherhood are some of the circumstances seen toaffect a child's odds of experiencing multiple deprivation later inlife.

However, the single best predictor of a ten-year-old's future success,according to the report, is their ability for self-control in stressfulsituations.

This finding supports the need to help children develop non-cognitiveskills, say the authors.
