Special report: early years funding

The destinations of strands of money in the Sure Start Early Years and Childcare Grant allocated to local authorities are outlined by Simon Vevers.

The former General Sure Start Grant (GSSG) has been restructured and rebranded as the Sure Start Early Years and Childcare Grant (SSEYCG). The £4bn, three-year allocations to local authorities have been divided into three blocks to cover the expansion of children's centres to 3,500, support for improved early years outcomes, quality and inclusion and childcare sufficiency and access.

CHILDREN'S CENTRES

The purpose of the grant is to support the core running costs of existing children's centres set up in Phases 1 and 2 and the initial start-up and subsequent running costs for those opening in phase 3 (2008-10).

- Extra money is being provided in the allocations for 2008-11 so that centres in the 30 per cent most disadvantaged areas can engage with hard-to-reach groups. Local authorities will be able to fund two full-time equivalent outreach workers to engage groups such as fathers, teen parents and black and minority ethnic sections of the community.
