The committee has called for a national framework linked to minimum standards, with a statutory requirement on local authorities to maintain, or have access to, a range of provision, including special schools.
Chief executive Virginia Beard-shaw said, 'I CAN will not be satisfied until we see Government action that brings with it real change. It is unacceptable that children with severe communication difficulties and their parents are still experiencing a postcode lottery when it comes to effective early intervention and provision.'
Central to the strategy must be creating a properly trained and resourced staff, including teachers, teaching assistants and special educational needs co-ordinators, the report said.
