They are the well-known gripes of the private and voluntary sector: fears over their long-term sustainability, Government-backed initiatives depressing occupancy levels and threatening their viability, and concern that local authorities are not consulting properly with private, voluntary and independent (PVI) providers.
To hear them echoed by large numbers of PVI providers is now commonplace, but to see these worries aired in a Government-commissioned report into the childcare market is new. And, in the view of the National Day Nurseries Association (NDNA), refreshingly honest in recognising that PVI providers face 'challenging market conditions and local authorities need further support when auditing childcare needs'.
