If the money was paid direct to the childcare provider it would restrict the parents' freedom of choice, as not all childcare arrangements turn out to be satisfactory, for a variety of reasons. Parents need to be able to change to other daycare should they require it. This would then have a knock-on effect of increased administration if funds were to go directly to the provider.
I am a nursery owner and manager myself, and while I can see advantages with a direct payment system, it would need careful consideration in order not to restrict parental choice.
