Outgoing Barnardo's chief executive Martin Narey has blamed the falling number of children being adopted on the prejudice of local authorities who will not let white parents adopt children of other races.
In a speech marking his departure after five years at the charity, Mr Narey said local authorities preferred long-term fostering. Anne Marie Carrie, deputy chief executive of Kensington and Chelsea council, is to take over the running of Barnardo's later this year.
