Expanding integrated early years services for vulnerable young children in deprived communities should be a priority for the new Changing Children's Services Fund, the Scottish Executive said in a consultation paper published last week. Other proposed objectives include advice and support for parents of such vulnerable children and support packages for those with disabilities or special physical, emotional or educational needs. The consultation seeks views on the Executive's proposals for allocating the Fund, and other suggestions.

Minister for education, Europe and external affairs Jack McConnell said, 'Children and young people need integrated services - education, social work, housing and health working together. It means statutory agencies working with the voluntary and independent sectors and across professional boundaries. It is the best way to overcome the deep-rooted problems of poverty and disadvantage.'

The consultation paper can be found at the Scottish Executive website www.scotland.gov.uk. Views are sought by 14 May 2001 and it is expected that the form of the Fund will be confirmed by the end of July.
