Ali became a symbol of the war in Iraq earlier this year after suffering burns and the loss of both his arms in a bomb strike on Baghdad that killed his parents and 12 members of his family. Birth to Three Matters, the framework for the under-threes, advocates careful observation, as does the Curriculum Guidance for the Foundation Stage.
