Araft of new measures that will significantly extend access to tax breaks for employer-supported childcare across the UK has been proposed by the Treasury. At present, employees do not pay tax on the benefit of a place in a nursery provided by an employer, as long as the provision satisfies strict criteria. If the nursery is not on the employer's own premises, the employer must be wholly or partly responsible for both the financing and management of the nursery. This tax break has been relatively limited in its scope.

New national standards to deliver more child-friendly services in hospitals, including dedicated children's units in accident and emergency departments, were launched last week by Health Secretary Alan Milburn. They will be backed up by a 70m investment in neonatal intensive care facilities. The standards, which are part of the National Service Framework for Children, cover the design and delivery of services for children and the safety and quality of care. They will help to ensure children are cared for in hospital settings that reflect the needs of their age group. There should be facilities for children separate from those provided for adolescents, education support to ensure they do not fall behind with their schooling, children's menus, regular reviews of security and specialist training for staff. Following the Kennedy Inquiry, hospitals will also be expected to have a children's champion at board level to see that the standards are met.

Nursery nurses ballot for strike

Nursery nurse members of the public sector union Unison in Scotland moved a step closer to industrial action last week after talks broke down with their local authority employers. A delegate meeting of nursery nurses voted overwhelmingly at the end of February to request a ballot for strike action. Unison will decide whether to endorse this request at a meeting on 6 March, after which local authorities will be notified of the union's intention to carry out the ballot.

Amother whose baby daughter almost died from an allergic reaction after she was fed cows' milk at a day nursery has designed a range of T-shirts to protect other children from accidents. Sarah Agar, founder and director of a new company called allergytees, in Stockton, Cleveland, has produced T-shirts for babies and toddlers that state the name of the child and the allergy they suffer from to alert their carers.

Babies and toddlers don't need to be stimulated into awareness of different sounds, just left to hear them naturally, says Jennie Lindon. Research into early brain development tells us that babies' brains are well able to learn from sound as well as sight. In fact, the areas of the brain relating to sound and sight are already working before birth. But, of course, the task for babies and very young children is to make sense of all the sounds.

A company that provides creche facilities at conferences, pop festivals and corporate fun days has won two business awards. Nipperbout Active Childcare, which organised creches at the recent Ideal Home Show, won the awards for co-founder Janthea Brigden, at the Milton Keynes Women in Enterprise Business Awards. Nipperbout, whose creches are Ofsted-registered, also organises 'children's fields' at outdoor festivals, providing workshops for children up to 16.

The integrated approach to monitoring child development practised in early years settings should be extended into primary and secondary schools to help them identify and cope with disruptive pupils, say early years practitioners. Diane Rich, national professional officer at Early Education, said, 'So much work is done in a good early years setting to know a child before they start school, to help them cognitively, emotionally and behaviourally, that could be mirrored in primary and secondary education.'

Problems can arise when a member of staff is promoted to a management role. Mary Evans suggests ways to achieve a smooth transition. 'Six months ago I was promoted to deputy manager. It was my first managerial role and I was very happy. However, some staff are making my life hell through things such as not telling me information, not talking to me, or not finishing work I ask them to do. My manager thinks I am imagining it and says my colleagues have only good things to say about me. One person on the team wanted this job and she is being particularly difficult. How should I handle the situation?'

I would be grateful for the opportunity to expand on the information in your article (News, 21 March) in relation to Princess Christian College in Manchester. We have already begun to expand and diversify the activities of the college within the fields of childcare and it is our intention to continue this development. The college has expanded from some 40 students just two years ago to over 160 at present. We are planning to have over 200 students on these courses in the next year.
