The use of outdoor areas is the most critical issue in implementing the Foundation Stage, according to a survey of an education union's members working in primary schools. Sixty per cent of participants surveyed by the Association of Teachers and Lecturers (ATL) in last week's report, Firm Foundations?, identified the use of outdoor areas as a problem. Asked what was the most important difficulty they faced, 30 per cent picked outdoor areas - nearly double the proportion that selected the next most critical issues, planning and implementing the literacy and numeracy strategies.

The unit, part of the hospital's workplace nursery, has places for up to 12 babies. Aurea Jones, the hospital's director of human resources, said, 'We have been aware of the need for a unit for the under-twos for a long time, as we could not cater for our maternity leave returnees.' A 54,000 investment also included a refurbished nursery and outside play area.

I feel that part of the problem with increasing bad behaviour in rising fives may be due to parents being reluctant to discipline their own children. But it is more likely that the most troublesome children are not properly bonded with their parents and may have been handed over to a range of people to be looked after from a very young age. They are angry with everyone and especially their parents because no-one is consistently there for them. Parents probably give the children frequent tellings off without properly talking to them and finding out what their problems are. Some parents have very little patience, as can be readily observed on any suburban street. Children get dragged along to all sorts of days out, and they get bored and tired.

Scottish local authorities employed 1,992 new non-teaching education staff - a category that includes classroom assistants working with children of all ages - in the year ending June 2002. The Joint Staffing Watch Survey: June 2002, published last week, revealed that the increase in non-teaching education staff accounted for nearly half of the year-on-year increase of 4,614 full-time staff working in Scottish local authorities, representing a 1.9 per cent increase between June 2001 and June 2002.
