By Tessa Drury, honorary secretary of the Playgroup Network Friday 18 July was the closing date for the Sure Start consultation looking at improving the regulation of childcare in England. We wonder how many Nursery World readers saw this document, as it does not appear to have been widely circulated even though it covers such important and controversial issues as banning corporal punishment by childminders and no longer allowing them to smoke in the presence of minded children - changes so many of us have wanted to see for a long time.

Graham Donaldson will take over as senior chief inspector of HM Inspectorate of Education when Douglas Osler retires on 1 November. Mr Donaldson is currently depute senior chief inspector. He formerly taught in Glasgow and Dunbartonshire before becoming a lecturer in educational psychology at Jordanhill College of Education. Since joining HMIE he has worked on co-ordinating Standard Grade development, reviewing practice in S1 and S2.

(Photograph) - The second annual awards ceremony of the Ravenstone House group of nurseries, held in the sculpture gallery of Woburn Abbey on 29 June, celebrated the work of nursery nurses, under-fives teachers and other staff in areas including personal growth, enthusiasm for music, interaction with children and contribution to team work. Ravenstone House owns ten nurseries in the Milton Keynes area and is affiliated to Milton Keynes Preparatory School.

Devolution in Scotland, Wales and Northern Ireland has had a positive impact on children's services in these countries, according to a report by the charity NCH. Last week's report, United for children?, which analyses how devolution has affected children's policy in the UK since its introduction four years ago, says it is an opportunity to bring policymaking closer to children, young people, families and communities and make it more effective. 'If good communication can be developed, devolution will help us all to learn from each other across national boundaries,' it says.

If you are introducing children to the swimming pool this summer or just playing around in paddling pools, there are bound to be some who object to being splashed or dislike water in their eyes. This type of thing can quickly develop into a fear of the pool and a reluctance to learn to swim, so it's a good idea to have some goggles to hand. Children at Happitots Day Nursery in Garrowhill, Glasgow,have been learning to tidy up the fun way We used to experience the same difficulties as many other nurseries when it came to encouraging the children to tidy up at the end of the day. Staff would be rushed off their feet trying to clear away and it'd be really difficult to involve the children. Now that's all changed and we've discovered a great way to make tidy-up time fun.

How noisy is your workplace? From February next year the new European Noise Directive will come into force, setting decibel limits and requiring 'noise risk assessments' (see News, page 8). There's no doubt that early years settings can be noisy places. Children are capable of being very loud with lungs, toys and activities, and sore throats and lost voices are a common hazard for practitioners.

By David Miliband, school standards minister (edited from an article in the NUT magazine Education Review) I believe this is a unique time for English education. Ofsted says we have the best generation of teachers ever. International studies applaud our progress. Whatever the difficulties, there is agreement that Government investment since 1997 has delivered real increases in revenue. And there is growing consensus on what matters in the use of that money - leadership, specialism and collaboration, workforce reform, and partnerships with parents, businesses and universities.

A topic on communications provides an excellent focus for two of the most important areas within the Foundation Stage curriculum: personal, social and emotional development and communication, language and literacy. What better way to develop children's confidence in their verbal and writing skills than by presenting them with opportunities to 'write' postcards, post letters, tune in to radio, be cub reporters.... We've chosen to look at 'communication systems' in their broadest sense, and so have included non-verbal communications - after all, children's gestures, expressions and noises can 'speak' volumes.

Providers' perceptions of inspections were revealed last week in an independent survey for Ofsted. Speaking at a Daycare Trust conference, Dorian Bradley, deputy director of early years at Ofsted, said, 'Over 95 per cent thought inspectors were professional and courteous, and carried out the inspection in a way that caused minimal disruption, and 92 per cent said they were satisfied with the registration process.'
