Analysis: Early Years Capital Grant - Settings strive for fair share

Access to a grant that could help PVI childcare settings improve quality is being hampered by quirks of bureaucracy, as some of them tell Karen Faux.

While the Early Years Capital Grant funding is designed to dramatically boost the quality of provision in the PVI sector, some people are questioning whether the money is being distributed efficiently or fairly.

The funding was announced by the Government in 2007 as part of the Children's Plan. It aims to support the delivery of the EYFS, with a particular emphasis on improving play and the outdoors, and boosting ICT resources. The fund is also designed to ensure that all children - including those with disabilities - have access to provision, and to support the extension of the free entitlement.

Allocations to local authorities over a three-year period from 2008/09 to 2010/11 amounts to over £642m. Individual allocations vary greatly, with some councils such as Kent, Essex and Lancashire receiving more than £12m during that period.
