Consultation trail that led to the Standards Bill

* The introduction of the Regulation of Care (Scotland) Bill into Parliament just before Christmas was preceded by a trail of consultation papers, starting with the White Paper Aiming for Excellence, Modernising Social Work Services in Scotland, in March 1999, which proposed setting up the Scottish Commission for the Regulation of Care and the Scottish Social Services Council. A consultation into the regulation of early education and childcare was launched at the same time, and the resulting proposals were published in May 2000. Regulation of Early Education and Childcare: The Way Ahead stated for the first time the Executive's plan that local authority pre-school provision should be regulated by the Commission to 'ensure the well-being and safety of children and secure a level playing field between local authority, private and voluntary providers'. It also put forward the following key points:
