Law establishes Commissioner for Children

* The Children's Commissioner for Wales, Peter Clarke, is ready to take up work following royal assent for the Bill creating the post earlier this month. The new Act sets out the principal aim of the Commissioner as safeguarding and promoting children's rights and welfare. It empowers the Commissioner to consider and make representations to the Welsh National Assembly on any matter affecting the rights and welfare of children in Wales, and to review the exercise of functions of the National Assembly and a wide range of other bodies.

The Commissioner will be able to examine particular children's cases and have powers to monitor arrangements for complaints procedures, whistle-blowing and advocacy.

Jane Hutt, the National Assembly's minister for children and young people, said, 'The royal assent given to the Bill means the Commissioner's role has been extended beyond social care to encompass all children in Wales. This is what we wanted in the Assembly and through co-operation with Westminster it has been achieved.'
