Mr Miliband, former head of the prime minister's policy unit in 10 Downing Street, replaced Stephen Timms in last week's ministerial reshuffle following the resignation of transport secretary Stephen Byers. Mr Timms has moved to the Department for Trade and Industry.
Mr Miliband became the MP for South Shields in the general election last year. He received a First in politics, philosophy and economics from Oxford University, going on to complete an MA in political science at the Massachusetts Institute of Technology. He was a research fellow at the Institute of Public Policy Research from 1989 to 1994, and head of policy in the office of the leader of the opposition from 1994 to 1997.
