Primary school children are being given the chance to learn a musical instrument for at least one year for free, following the Scottish Executive's pledge of an extra 17.5m last month. The funding, spread over the next three years, means that by 2006 all local authorities can remove music tuition fees for pupils for one year, before they reach Primary Six. The Executive has provided education authorities and schools with guidance on the benefits of music education and ways to ensure children have the opportunity to learn an instrument. A recent report by the Scottish Arts Council, Youth Music and the Musician's Union, What's going on? - a national audit of youth music in Scotland, described music tuition for primary-age children as 'barely adequate in some areas, and almost non-existent in many others' and recommended national and regional agencies balance provision by supporting projects for under-fives.
